Balshastri Jambhekar Technical Institutes

Terms Of Understanding (TOU) between Konkan Corridor Project (KCP) and Taluka Resource Center(TRC) for establishment of Balshastri Jambhekar Technical Institute (BJTI)

Konkan Corridor Project (KCP) envisages that earning potential for working hands of youth can be improved by skills development through technical training for vocational skills in agriculture, industry and services sector. Mr. Manohar Jambhekar, veteran Educationist from Pune who had initiated such program in 1963 which has now grown in full fledged Technical Training Infrastructure, has agreed to assist in establishment of such Technical Institute in proposed work area of Konkan Corridor Project under his direct guidance and operational support under his own institution. Following terms of understanding are drawn for this scheme for establishment of Balshastri Jambhekar Technical Institute (BJTI) . Late Pundit Balshastri Jambhekar was noted intellectual from Konkan region and Mr. Manohar Jambhekar is his descendent. As a tribute to vision of his forefathers, he is now even at age of 78 is energetically supporting the vision of KCP to create adequate technical skills base in region of Konkan . Taluka Resource Center (TRC) will be responsible for implementation of this scheme under following terms of understanding :

  1. TRC will identify the nodal agency or persons in Taluka which is ready to be host of such technical institute in their Taluka .

  2. The host agency or group of persons should have land which they would be willing to assign on lease for establishment of such institute without any financial consideration. These persons or agency can become equity holder , partner or member of board of trustee with minority shareholding to retain independence of the institute under technical leadership.

  3. Mr. Manohar Jambhekar will offer support for establishment of this institute and operate it under his control for the period of lease with full autonomy to operate in whatever manner considered fot by him to promote the cause of skills development in the region with sustainability of the operations as prime concern.

  4. TRC will also participate as functional partner in advisory capacity to assist the institute in selecting the courses and identifying the needs as well as get public support for the activities of the institute in taluka area.

  5. All stakeholders including KCP promoted by Science & technology Park, various other organizations with technical expertise willing to participate in the programs will work in synergy to use each other’s strengths with sole aim of building formidable skill base to make Konkan Corridor Project activities self propagating with local youth leading the actual implementation work.

  6. All financial projections and project reports for each institute will be prepared and finance obtained from various sources independently and TRC will actively participate in helping creation of such resource pool.

  7. Neither KCP nor TRC will directly need to invest in these projects of Institute and will solely act as catalyst to make them happen.

  8. TRC will also actively engage in using the infrastructure created by such institute for arranging non formal education program for adults and housewives and other persons who may not be eligible for formal courses .

Memorandum of Understanding

between

Konkan Corridor Project and

Konkan Corridor Project is joint initiative between Science & Technology Park and Gokul Prakalp Pratishthan for cluster based inclusive total development of 117 Clusters in 17 Talukas of two districts of Ratnagiri and Sindhudurga in Konkan region of Maharashtra . This project is catalytic in nature and proposes to proactively promote various existing organizations and formation of new forms of organizations to carry out the inclusive development of each cluster .


In order to facilitate this process in each Taluka , one Taluka Resource Center (TRC) is proposed to be established and operated in association with local organization. This MOU is signed between Konkan Corridor Project, Science and Technology Park, University of Pune , hereinafter referred to as KCP and _____________________________________________________________________________ _________________________________________________________________________________________________________, hereinafter referred to as NGO for initiating such resource center under following terms :


  1. This MOU will be effective from date of second signature and will be valid until it is specifically canceled by mutual consent with communication in this regards and after proper closure of any pending agreements made under this MOU .

  2. NGO agrees to pay initial nonrefundable sum of Rs.10,000/- by attached cheque/demand draft no. ___________________dated _________________drawn on (Bank name and branch __________ _________________ to “Science & Technology Park” for initiation fund . This amount will be utilized for Konkan Corridor Project by Science & Technology Park..

  3. KCP will provide the rights to NGO to conduct various programs as part of Konkan Corridor Project . These programs will involve training programs, Business Incubation, Use of IT services for health, manufacturing, farming , Energy and Bio technology related development programs and any other organized activity under Konkan Corridor Project .

  4. NGO will be able to use the various Intellectual Property of Konakn Corridor Project under this MOU only as per specific agreements specifically drawn from time to time for specific intellectual property .

  5. Both parties agree to indemnify each other for any financial liabilities resulting due to their activities which will be independently carried out even when working on the common objective of Konkan Corridor Project . Any expenses and costs will be borne by each organization unless the specific agreements are drawn for any specific event or project or activity for sharing of costs for the specific program.

  6. Mr. Ashok Saraf will be acting as coordinator for the purpose of programs being undertaken as part of this MOU under guidance of Mr. Vasant Gangavane, Gokul Prakalp Pratishthan .

  7. For each program specific guidelines will be prepared and agreements signed between KCP, NGO and other third parties involved in such programs. NGO agrees to follow the guidelines given by KCP in relation to such agreements and programs .

Bhagirath- Server for the IT Hub in each cluster

"Bhagirath" is supposed to have brought the water of Ganges from it's Heavenly abode in Himalaya Mountains to the Indian planes which transformed the region in agro-economic-political sense . The Bhagirath server is named after this legend to signify the similar change to be brought about in each cluster through introduction of working flow of Information and knowledge through a proposed IT HUB .

What is IT HUB ?

IT HUB will be like a central HUB of wheel which acts as meeting point for all peripheral activities of development such as skills development, financial planning for proposed projects, Project management , IT enabled services such as health, education, banking, landscaping and architectural design , marketing , infotainment . The Bhagirath server will act as main repository of all digital content for both software and data to power all above activities as well as store all data generated through such activities carefully .

How IT HUB will be used ?

IT HUB will train local youth to operate various computer based applications hosted on the Bhagirath server through a low cost computer or web appliance connected through local area network with either Ethernet cables of Wireless connection and assist in use of the IT Enabled services . These coordinators will be change agents who will assist to initiate various programs and projects as part of Cluster development . As they will be self employed they will be motivated to promote their services in well identified area and generate revenue by giving benefit of the services in measurable terms .

What type of services will be given through this IT HUB ?

For example Health service agent will actually serve as IT enabled grass root level health worker and take care of various health programs for women, children and also operate public health programs. The revenue will come from government departments, NGOs and eventually subscribers from local community when they see the benefit for themselves from the services. IT enabling part will be to give all required knowledge base as reference , provide management structure to manage the health related data of the members through appropriate application software , provide content for public education in health matters. Services in other areas such as agriculture and education will be similarly enabled through IT HUB .

How will IT HUB get all required Content ?


Lot of useful data is being generated in form of web pages, digital maps, data bases, open source and commercial applications, images, multimedia programs , wikipedia type knowledge banks . Selected information content and software applications will be collected , bought , licensed or created to be stored in the Bhagirath Server . The updates will be regularly provided in form of DVD or online wherever there is broadband connection available for IT HUB. All content will be examined for it's value , tested in pilot environment and documented for it's application / deployment before it is included as part of Bhagirath server .

How will Bhagirath server be configured and managed as a system ?

Bhagirath server will be initially preloaded with essential software components such as operating system, drivers for devices , data base application, web server application, search engine , email server and management console for system level maintenance. Exact configuration of Bhagirath will be designed and upgraded as we learn about the needs for the IT HUB server capability and new versions may be made with compatibility ensured for existing setups.

Training will be given to system administrators to do local configuration such as user account management, back up and restore procedure, power management and start uo and shutdown procedure, communication and networking management functions and security . Trained systems administrators will also act as IT HUB central services coordinators . This work may be managed by local agencies at each Taluka level so that one person can manage 5 to 10 such IT HUBS in the local area if adequate manpower is not available at cluster level to start with.

How can IT HUB started and What would be the costs?

Bhagirath server will be made available as open source design for community deployment by Science & Technology Park at Pune University . Some of the content and software may require subscription charges/ license costs depending on the source of these components . Science & Technology Park will provide options for purchase of such components at centrally negotiated prices for community use. Training will be given for system administrators and IT Services operators by Konkan Corridor Project at central training center in various regions through Science & Technology Park. It is expected that pre-loaded Bhagirath Servers would be available in the range of Rs.11000 and above depending on the server configuration to start IT HUB . Besides the Bhagirath Server, host institution or individual will have to invest in power back up system, network and thin client computers for service providers. Low cost solutions will be made available in association with partners for all such hardware resources.



Who can start and operate IT HUB in any cluster ?

Any private individual or organization , Non Governmental Organization ( NGO ), Community group such as local grampanchayat or Cooperative Society , Educational Institution or Government Department willing to participate in Konkan Corridor Project can set up and operate IT HUB for benefit of local cluster . Leadership Council for local cluster development if formed in the cluster can be consulted for feasibility of such operations . IT HUB will be main resource center for the local region and hence host organization should be well aware of the concept of the cluster development . The training and awareness camps can be organized for such group by Konkan Corridor Project.


What would be expected revenue and return on investment ?

IT HUB will earn it's revenue mainly from training of the service providers and share in the revenue of services rendered by them . Small IT HUB with minimum investment and 5 to 10 associated service providers can expect to get return of initial investment through training and continue to earn about 10000Rs per month through services . Each service agent will also earn about 5 to 10000 Rs. per month , after deducting the operating costs for power, subscription for the software / services and maintenance .


What would be additional ICT resources at IT HUB ?

IT HUB could also provide intranet connectivity to server through switch and Ethernet cable in nearby area and through Wireless radio access point and tower in the radius of 1.5 to 5 KM to extend the reach of online services model. The online services may be for e-learning, test and certification for skills development program, and for data management for local projects and growing organizations . Hence as additional resource, network devices such as switches, hubs, cables, wireless access points and towers with antenna and associated power supply systems can be provided .



Can you summarize the proposed IT HUB concept ?

IT HUB is computer center for local use in a typical development cluster which will train and support the IT services agents in rural area to act as change agents or coordinators for various development projects. Such IT HUB will be designed to be economically sustainable and growing to match the needs in the specific cluster area.

How to Invest in Konkan Corridor Project

There are 3 steps of investments required for development of Clusters in Konkan Corridor project.

Step 1 : Initiation of Cluster development efforts in the local area . This requires minimal investment in the range of Rs. 10,000 to support the cost of hosting meetings and starting a resource center in one of the primary village of the cluster . At the end of this phase, the Cluster development model would be initiated for the specific cluster . This investment is expected from individuals and organizations interested in development of specific home cluster.

Step 2 : Base Investment to identify specific projects and prepare Detailed Project Reports for cluster development . This step involves GIS based mapping of existing resources and land use and setting up of Information and Communication infrastructure required for project preparation phases of survey , analysis and planning for all identified projects . This investment is in the range of 7.5 to 10 Lakh Rs. and will be used for procurement of infrastructure, data , meetings with various stakeholders and basic operational services. This investment will probably be made by individuals and organizations planning to become stakeholders in the development projects in the specific cluster or by government and non government agencies willing to adopt the inclusive development model for cluster based development as part of their development agenda .

Step 3 : Investment required for actual development projects . This could vary from few thousands to few hundred crores depending on the nature and size of the project.
This investment will be raised from open market for funds on the merit of the viability and Return on investment (ROI) for the specific projects. Some of the projects may get benefit of various government schemes for subsidies and soft loans.

With launching of resource centers for all 17 Talukas in the Ratnagiri and Sindhudurga Districts, we expect to get the step 1 process started in the specific clusters.

Farmers Training in Enterpreneurship and Growth Lab

For your information and guidance and participation ,

As discussed with Mr. Gangavane today, we need to support an oncoming program for Growth Lab centers at each cluster in Konkan corridor project for entrepreneurship based activation of various growth programs for farm based enterprise promotion .

Govt of Maharashtra , Dept of Agriculture has promised to help and associate with such entrepreneurship model to be encouraged. It seems they have ongoing farmers training program for empowerment of farmers to become capable of handling their fate in better way .

Late Prof. Shripad Dabholkar had proposed and tried out an excellent pedagogical approach of Prayog Pariwar and it had produced good results in the area of Grapes which he had said was just an example he had chosen to try out the concept of generation of knowledge through sharing of real life experiments at social level. Vasant Gangavane ji had prepared a program document with him about 11 years back and he will find and send the copy of same for our reference.

We need to organize support from DST NSTEDB side for conducting such EDP in each cluster . On administrative side, we will set up the skillnet web site to include names of all farmers in each cluster by using the data from voters list so that we can manage the large numbers of participants efficiently .
Mr Gangavane is working on identifying the local agencies to support in coordinating the ground level work for such training in each of the 17 Talukas.

For local use we will need to put up server workstation in each of these 17 taluka centers with all the GISDA and other components built in. I expect that the hardware component will cost about 15000 Rs only and the local entrepreneur will be able to raise the same if we can make it as part of the EDP profile .

I will prepare the detailed proposal and reaquire ideas and guidelines from all of you .
I would like to communicate with Mr Zope who is coordinating the farmers training and would like to get his email if someone knows.
